I moved my family to Overland Park for the schools and the community. Now those resources are under threat — and I'm running to protect them.

Why I'm Running

I moved my family to Overland Park for the excellent public schools and the promise of a thriving community — and I've watched that promise delivered every day through the teachers, programs, and services that support our kids, including special education and extracurricular opportunities that have made a real difference for my children.

Now those resources are under threat. My opponent has been openly vocal about wanting to disband the school board, and he has voted to deny special education funding which is legally protected in Kansas. These actions would deplete general education funds as a result, and it would decimate the services and programming that District 8 families depend on. I'm not willing to let that happen.

As a licensed clinical psychologist working within the Kansas state hospital system, I also see every day how far behind Kansas is on mental health funding and programming. Kansans who need help deserve better — and I'll fight to make sure they get it.

What I Stand For

Protecting Public Education

Strong public schools are the foundation of our communities, and I'm committed to protecting them. I've seen firsthand how much our schools, teachers, and programs mean to families. But too often, they're asked to do more with less — and that's not good enough. We can do better for our students, our educators, and our communities.

That's why I will:

  • Fully fund special education and gifted programs at the state level so local districts aren't forced to pull resources away from general classrooms just to meet basic needs.
  • Trust our local schools to make local decisions. Kansas communities know what their students need and shouldn't be burdened by costly, one-size-fits-all mandates from the state.
  • Address the teacher shortage head-on by strengthening retention efforts and supporting the educators who show up for our kids every day.
  • Protect public education funding by keeping taxpayer dollars in our public schools where they belong instead of diverting them to private institutions.

Mental Health / Public Safety

Strong, safe communities don't happen by accident — they require real investment and real leadership. As a psychologist working in Kansas, I see every day how deeply public safety, mental health, and access to care affect families. Right now, too many people are falling through the cracks, and our communities are paying the price. We can do better, and we must do better.

That's why I will:

  • Invest in evidence-based mental health and addiction services so both kids and adults can get the care they need before crises happen.
  • Ensure our public safety systems are fully funded so the people who protect our communities have the resources to do their jobs.
  • Expand Medicaid to bring federal dollars back to Kansas, strengthen our economy, and make sure more Kansans can access care when they need it.
  • Protect your ability to make your own medical decisions without politicians interfering.

Legislative Transparency & Accountability

I will fight for openness within our government by advocating for the elimination of anonymous legislation and for the recording of all legislative votes. Constituents need to be informed about how their legislators are representing them so that their voices can be heard.

That's why I will:

  • Maintain active social media accounts to keep constituents informed about the activities within the state legislature.
  • Ensure that bills have adequate time to be digested and understood by the public.
  • Hold regular town halls and public forums to answer community questions.
  • Continue to ensure that all committee proceedings are live-streamed for public viewing.

Dr. Megan Phillips

Dr. Megan Phillips is a licensed clinical psychologist and behavioral health executive who has dedicated her career to expanding mental health access for Kansans. A proud Overland Park resident, she moved her family here for the exceptional public schools and tight-knit community — and has seen firsthand how strong education and mental health resources transform lives.

Megan works at the state level to improve psychiatric care systems that are chronically underfunded. She is running for Kansas House District 8 to protect public education, expand mental health services, and ensure every Kansas family has the support it needs to thrive.
